Abstract

At the end of 18th – on the beginning of 19th century Russian authorities restricted till the complete elimination the Magdeburg Law, which kyivans used since 15th century. Since then, the main documents became “The Brevet to the Cities” published 1785 by the Empress Catherine II and the “Code of Laws of the Russian Empire”. Since then, the tax regime in Kyiv became the same as throughout the rest of the Empire. The burghers were fixed in the city where they lived with the ability to receive only urgent passport for temporary departure from the city.
